Windows Smart App Control
When turned on "Smart App Control will notify you when apps are untrusted. Apps trusted by the prediction model and/or with valid signatures will run.

That means Wayfinder etc. will trigger it because it is not currently codesigned as part of the build.
Quick Fix
Disable Smart App Control an machines that have this issue.
